List the program's master switches

GET /program/switches

Scope	program:read
Customer session token	Not accepted: call from your server with an API key

The four master switches: the points program, VIP tiers, customer e-mails and referrals. available: false means there is nothing to switch on yet (no tiers, no referral program).
